i have windows with settings for the US, but while in
spain i purchased DVDs and had to change the
location/regional setting on my computer to play the
dvds. now that i am back i cannot get the settings to
change back. it tells me that i have one more
opportunity to change the settings before they are
permanent, but it wont let me do it. it tells me that i
dont have administrative options, which i do.

4 changes and that's it. It's in the DVD hardware and in order to be reset
the drive must be returned to its manufacturer.
