When did this start, can you think of anything you might have installed or
removed after which this began? If this is a recent issue, you might try
using System Restore to take you back to a time prior to when this began.
Start\All Programs\Accessories\System Tools\System Restore.

The fact the system is relatively new does not preclude the possibility the
drive has gone bad.

Are these commercial DVDs or disks you burned yourself, what processor and
how much main system memory do you have, does the graphics card share memory
with main system memory or does it have its own memory, if the card has its
own memory, how much?

The drive is fine when playing video clips from a cd-rom
disc, or when playing music files, it is only when it is
a dvd (commericial and Copied) that drive does not play
it normal.
How can i find this out (i am only 17, so please bare
this in mind)? i remember that with WIN98 you can press
DEL multiple times before your comp starts and find out
in one of the headings how much memory is reserved, is
that the same thing or totally different. My Drive
capacity is 80GB i have used less thn 20GB.

If your graphics card shares memory with main system memory that's a
potential cause. Many systems today use this type of a setup instead of
using graphics cards with their own memory so that's one thing to check. If
that turns out to be the case, no amount of tweaking the memory settings is
likely to fix this as the more memory you allocate to the card, the less
that would be allocated to main system memory.

Another possibility are applications running in the background. Antivirus
software can be enormous memory hogs, worse, if the application is sampling
or otherwise checking data stream of the clip being played, that could be
the issue. You might try turning off such software during the playing of
clips and see if that resolves. NOTE: if your graphics card doesn't have
its own memory, while things may improve, this is not likely to resolve the
problem
