What is the best video format for burning videos to DVD? And does anyone
know a good program to convert to this format from mpg or avi?

There are many tools to do this. Some solutions are dedicated to that
one purpose, others are all-in-one tools. I've tried quite a few, but I
always come back to Nero.

Cari \(MS-MVP\)

Nero, Roxio, WinDVD Creator, PowerDirector/PowerProducer.... there are many
others as well.

DV-AVI is going to keep the best resolution, MPEG2 format will be second
best.
