After installing a new motherboard when I view my DVD
drive on Windows Explorer, it appears as a local hard
disk. when I try to open it, the error messege reads the
drive refers to a location that is unavailable.
How do I fix this?
Thanks to all who can help.

Is the DVD drive correctly identified in the BIOS?

Boot into Safe Mode, open Device Manager, delete all instances of the DVD
drive, reboot, and Windows should re-identify the hardware.

Good idea on the latter part. To add to that, you can assign the drive
a specific letter or do what you want with it from the Disk Management
Console. To access this, right click on My Computer, click Manage,
click Disk Management. :)
