DVD Decoder

I just reformatted my computer. I can't play DVD's now b/c it says that I don't have a decoder. I tried to troubleshoot it and it's saying that I have to buy a decoder...please tell me there's another way!!!!
 
I have to pay for it? Why do I have to pay for something that I already payed for when I bought the computer?
 
Then reinstall the DVD playing program that was on your computer before, but
is not there now!

I tried...but nevermind, I found a program that will fix the problem...thanks anyway
