dvd/cd-rw not working

lite-on shw16h5s,fitted new,device manager says it is working properly,will
not load powerdvd5,spins a bit then stops,noticedthis in regions,current
region not selected,if i try to select it will not let me,been to lite-on
site but cannot download firmware computer says it is done but nothing
there,do i need to replace?thanks.....
 
Has this drive ever worked correctly? If not, return it for a new one.
