duplicate tool bars on task bar

My task bar should only have 4 tool bars or sections on it: Quick Launch,
Common Tasks and the Language Bar the notification area. I have 8!. I found
that I had 3 instances of Language tool bar in properties. When I turn off
all the tool bars I still have 2 sections of common tasks running on the
task bar. When I reboot the multiple instances of the language tool bar
return. What is my problem and how can I restore the default task bar
settings?

Restore Taskbar and Desktop to Default Functionality (Line 164)

To use the VBS Files: Download .vbs file and save it to your hard drive (you
may want to right click and use Save Target As). Double click the vbs
file. You will be prompted when the script is done.
