Duplicate emails

Why is it that someone would get duplicate emails, the exact same email
twice. Is there a way to fix this? The person is using Outlook Expres

This is an Outlook newsgroup. A MS-Offfice program. Try posting on an
Outlook Express forum, an offshoot of Internet Explorer.
