Duplicate Desktop Icons

Whenever I create a new desktop shortcut, a second,
duplicate icon appears on the desktop. If I move either
to the Recysle Bin, the remining shortcut is disabled.
How do I prevent these duplicate icons from being created?

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\User Shell Folders

Change CommonDesktop from:

%ALLUSERSPROFILE%\Desktop

To:

C:\Documents and Settings\All Users\Desktop
