Duplicate Admin user accounts (XP PRO)

I have already create one user admin account. However,
when tryign to add a limited user account, it will not let
me disignate it as a "limited" account but rather it
becomes a new administrator account which seems to change
everything on the desktop when restarted and in fact when
restarted it only comes up with that new user account
settings?

You did not create a admin user account, it sounds like your using the
default hidden administrator account. You should not be using this account
for everyday use. It's a just in case admin account. That's why when you try
to create a new user it will only be admin, because xp needs one admin
account besides the hidden admin account. So you need to create a new user
with admin rights for yourself to use. (when you do this the hidden
administrator account no longer shows on the welcome screen). Then create
another user with limited rights.

However, how do I recapture the installed programs like
Activesync and others. I know how to recapture my
favorites and also my desktop icons etc.. but do not have
the procedure to recapture Activesyns - do I need to
reload?

You may need to either reinstall it under your new user account or setup a
shortcut in the startup folder so it starts up when your user loads.
