Try NetMeter.

It runs from the single 260KB EXE file, and you can move it to any folder or
a floppy disk.

Bob, this is only after you install, right? The current version is an install.

Right.

Install the program, copy the EXE file to a folder, then un-install it.
Thereafter you can run the EXE from anywhere.

This program is the very essence of proper Freeware. Only thing missing is a
no-install ZIP file.
