Dual Video Card Problems

I have installed two video cards in my computer and have
two monitors connected. I can get each monitor working
seperatly, but cannot get both working together: I am
trying to setup Windows XP so that I have two desktops. I
have two ATI video cards and when I try to install the
second video card I get an error message that says
something like: There in not enough resources for this
device (CODE 12). I've tried everything and I can't seem
to resolve this problem and can't seem to find any help
for it in troubleshooting texts. Any help that anyone
could give me would be much appreciated as this has been
driving me crazy! Thanks.
 
My primary video card is an ATI Mach64 CT PCI video card
and my secondary card is an ATI Radeon 128MB AGP. The
Radeon is on the list of supported secondary video cards.
And the exact error message is: This device cannot find
enough free resources that it can use. (Code 12). Any
ideas?
