Dual PCI video cards, one is fixed frequency, can't get display

Sorry if you get this more than once (multiple post). I was not sure
which group was the most active (I liked the old google!)

I have a home built system, K7-SOM+ MOBO with SiS graphics and Athalon
1400+, plus Mirage-MMC Illusionist Pro PCI card (S3 Savage4 chip) to
run 20" Fixed Frequency monitor. Win XP Pro (SP2). This setup with dual
monitor support off the MOBO and PCI card has worked fine for 2 years
(even when I was running Win98).

I recently added PNY nVidia FX 5200 PCI card (no AGP slot).

Booting with only nVidia monitor plugged in: OK
Booting with only fixed freq monitor plugged in: OK
(mind you, both cards and drivers for each are installed)
Booting with both PCI cards driving a monitor:
nVidia driven monitor is fine (if its primary)
fixed freq monitor has scrambled screen

selecting all the various resolution/color/freq options for fixed freq
monitor do little. The best result looks like scrambled cable TV used
to look (reverse color, split images, ghost multiple images).

I still have to test dual setup using MOBO graphics. In all tests to
date, it was not disabled.

Any ideas how to get both displays to work? Ideally I'd like all 3
(PNY/S3/SiS) to run monitors, with the PNY card running 2 (2 VGA
plugs). Someone thought it might be signal degradation, but that
doesn't make sense.

Control Panel > Display Properties > Settings, are the monitors and
correctly identified?
