DST problem

I just got off the phone with Microsoft Tech support about this problem. The
solution did not work. I have installed the 931836 patch on my computers.
The time is now 1 hour fast. I was told by the Microsoft tech to uninstall
the patch, reset the computers time manually to 1 hour earlier then the
current time, then install the 931836 patch again.

Once I complete the steps outlined above, the time will be correct for 6
minutes, then it adjust itself again to 1 hour fast. What is going on, and
how do I correct this problem?
 
This might be something I'm sure you check already, but I'm going to ask. Is
there a check in the box for Automatically adjust clock for daylight saving
changes? This is under the Time and Date Properties / Time Zone tab.

Peter - I am located in North America - East Coast, eastern time zone. My
computer is running XP Pro SP2. Since my initial posting, I have contacted
MS again. The new technician, told me to uncheck the Automatically Update
for daylight savings time option which temporarily fixes the problem,
however, the same issue will happen in November when DST ends. It seems like
this is a bug to me. Your thoughts?
