You only need to patch the OS Outlook runs on. The "patch" for outlook is to
adjust appointments that may be affected. You can either have users run the
outlook patch or the admin can use a server version of the same patch to fix
appointments for the users.

It all depends on your configuration. The "best practices" states that you should patch from the root to the client = Server OS, then Exchange, then Outlook. Of course, this all depends on the mix of Server, Exchange and Outlook clients. I would look to the MSDN and TechNet articles for descriptions for your particular setup since this is a moving target for which Microsoft is providing almost daily updates to info and tools.

It is over my head here so your best bet is to consult MSDN/TechNet for assistance. As DST itself is simply but the various permutations are complex, you are best served by either consulting professionally prepared documentation or opening a support incident with Microsoft PSS.

the server itself will need fixed for the time change - that should take
care of the general fix for the users OS. Then the affected appointments
need adjusted, either in outlook or exchange - this is the only 'outlook'
patch there is and it comes in a user version and an admin version.
