DRW and Blank Cells

I have a page that displays people and their charges against them there are
10 spots for up to 10 different charges. If Data is entered in only one of
the cells for charge1 then i get 9 other blank spots for each person in the
list. How do I make it so it returns only the cells with data in them. For
example if one person had 3 charges and one person had 1 charge there would
not be the extra 7 blank cells for the first person and 9 extra blank cells
for the second person. I am using an access database.

Any help would be great.
