Dropdown List Help

Does anyone know how I can make the dropdown button on a list stay
visible whether the cell is active or not.

You can't if you use data > validation, you would need a combo box from
either the forms or control toolbox tollbars

No. There is not a way.

Color the cell?

You could use a combo box in conjunction with the DV.
