I want to insert a dropdown form field that lists several dropdown options
but also gives the option to enter text (in case the text you want is not in
the list).

This is not possible with a dropdown form field. It can be done with a combo
box, but that is an ActiveX control.

Hi =?Utf-8?B?TWlyYW5kYQ==?=,

There are workarounds, but all would require a macro. May your form contain a
macro, or is macro security a problem?
