Drop downs from a cell

How do I make a cell so that I can just click on the cell and have
number of standard comments, whatever be available to click on an
input into that cel
 
there are two ways: 1) SIMPLE, just input each comment in the cells just above (same column) the cell you would like the drop down to be used... then go to the empty cell just underneath your comment cells, press ALT, Arrow Down or Up.. instant pull down. But this won't work if you have cells that are empty anywhere in the same column. 2) HARDER, Forms and select Pull Down.

I guess I should have stated 2) HARDER, View, Toolbars, Forms, Pull Down Icon.... experiment, different things for the same outcome....
