Drop down toolbar settings

Can anyone tell me how to get drop down boxes to show the full option
contents, first time? For example, if you click on "file" in almost any
office application, a partial set of options comes up. You can either hover
on it and the full one appears, or click the double down arrows. Aghhhh this
drives me crazy!!

I guess there is a parameter to stop this somewhere - anyone know where?

right click on the toolbar > then on customise > then on options > then tick
the "always show full menus" box
