Drop Down Menu Links???

I've created a drop down menu containing the 50 states. When I go to the preview area and click on a state I get this message "The page cannot be displayed". How do I create a page for each of my drop down menu choices and then how do I link a choice from the menu to that page. I have zero knowledge of HTML. Thanks in advance for any help explaining this problem :)

1. open the page containing your drop-down menu in FrontPage
2. right click on the menu box and select "form field properties"
3. you should see a list of your 50 states - highlight one of them and
click on "Modify"
4. check the "specify value" box - this opens up a new field
5. type in a name for the page you want this choice to load, e.g.,
newyork.htm
6. check "not selected" for "initial state"
7. click on "OK" to get out
8. repeat steps 1 to 7 for each state

Now, again using FrontPage, using File | New | Page or Web... you create
a new page for each of the filenames you just specified above.
