Drop-down list box arrow

How can I get the drop-down arrow to remain when the cell is not selected?
When I make a list for a cell the arrow is only visible when the cell is
selected. Can all cells with drop-down lists display the arrow at all times
so that a user knows which cells have drop-down capability?

if you're talking about the drop-down from 'Data - Validation' you
can't. I solve this usally with a different color
 
You could place a Comment into the cell. The red triangle would alert users
to something in the cell.

Right-click and Insert Comment. Enter "this is a DV cell"

When user hovers over the cell, the Comment will pop up.
