Drop Down List Behavior

1 Question on the drop down list:

By default, drop down list has more than 11 options, the
scroll bar will come out to let the user to choose the
items at the bottom of the list. Is it possible to change
this behavior to 15 options shown without the scroll bar
and nothing the drop down to a combo box?
