Drop-down boxs

Looking for ease of use for boss's.

Is there a way to create a drop-down box without having to link to cells on
the same sheet or different sheet?

I am looing for one to work exactly like the one in word form when un-locked
you double-click to had your choices.
 
Do you mean Data Validation?

Select a cell, go to Data>Validation, select List from the options, then
type in your values.
