I need to be able to change the drive letter assignment
of the my boot volume. How ever disk managment will not
let me. I also tried via command line.

Any suggestions.

One cannot change the drive letter of the boot volume.
You'll need to start from scratch and delete all partitions,
create new ones and reinstall XP.
