Drag n' drop recycle bin problem

Good evening to everyone,
I'm writing this post because my sis is having a problem with her computer.
She is currently unable to drag and drop her recycle bin to where she wants
it on her desktop. We tried other wallpapers and still, we are able to drag
it but it won't drop where she wants it. I've been searching for answers with
no luck. Anyone got any ideas why this is happening? It used to work fine.
She has windows xp home.

Rightclick an open area near center of screen, then highlight
"Arrange icons by" and uncheck "Auto Arrange". Now you can
move icons wherever she wants them.
