drag and drop option missing

The drag and drop option is missing from my start menu options. How do I
recover that function? I am used to rearranging my start menu and am unable
to. When I clck properties and customize the option is unavailable. Why?

Enable Drag and Drop

enabledragndrop.reg is the file that you want.

This Enables Drag and Drop on the Start Menu.

Try restarting your computer, and logging into your account again. Right
click the start button and click "Properties." Click on "custimize..."
(under start menu, not classic). Click the advance tab and tick the seetting
"Enable dragging and dropping" (it should be on the top, without scrolling
down)!
