Downloads & temp. internet files

Hi,
I was hit with a browser hijack program (coolwave
varient), since I got rid of it. I am unable to download
from any website including Microsoft, my temp. internet
files are now set at 0 and I can't get it to accept a
change in settings. I have win98 SE. Any suggestions?
