Downloads never begins

Hi all,

I'm getteing a problem, I think that this bug is wide known but I've not
founded any solution.
Every time that I start a download IE opens a port for Listen (I don't
know why) but if I cancel it this port is not closed. So in the 3º try the
file never comes. How to fix it?
I guess that is a max number of port to open at listening state.
What can i do?

When you say a download do you mean download a file or a new page?

I´m talking about download a file, I'm sure that I don't have any
spyware.
