Downloading

Hi
I can't download any files on my computer. I've tried to download ad-aware, and the download will not start- I don't get the pop-up dialog box, and the site tells me it's sending me the file. If I try to use "save target as", it saves the web page only. Any advice would be appreciated- thanks!
