I am unable to download anything to my computer. It appears to download, but
when I check in the folder or even the desktop, nothing is there. Is it the
installer? I have the most recent updates. But, to make a long story short,
I downloaded live one care to hopefully fix it. I got that to download for
some reason? Did not fix it. RATS! . It used to ping when a download
was complete and doesn't do it anymore? Can I download and " RUN " not "
SAVE " another Installer update from Microsoft to fix it? The latest
version was Installer 3.1 for XP. or is this an issue with explorer? Any
help would be most appreciated. A baffled and Confused......

If you're just downloading files and saving them, no, the installer is not
involved at that point.

Your description doesn't indicate that the installer is involved in any way,
so replacing it will not fix the problem.

How exactly are you downloading files - what are the steps you take? Are
you using a download manager of any kind? Are you saving the files
anywhere in particular?
