downloading pictures

I cant transfer pictures from my digital camera to the computer. The camera is connected to the serial port and is switched on but it keeps saying that the camera is not connected. How would I know whether it is the cable or the computer that is faulty?
 
If you're transferring via the serial port and not a USB connection, you
probably have to install software that came with the camera.
