downloading off internet -XP Professional

In trying to download AOL 9.0, I am receiving the
following message and do not know how to correct the
problem.
"we are unable to download AOL files to you computer. in
order to download the AOL files, please check to see if
you are logged in with the same privileges as
administrator on your PC and start the download again."
error-806
I am clueless about this administrator feature.

Where do I go to evaluate and correct.

On a job site this computer was used to access a netork,
but the programming was done by a person I can not reach
to undo.

I know my password as the administrator.

ANy assistance would be appreciated!

Please contact AOL for support with their products.

It appears as though it might not just be AOL. Others are coming
across this error when trying System Restore, and other XP features.
