downloading files to local machine from web app

How do you allow users of a web app that for example select files from a
grid view and then enable them to download the files to their local
machine?

When they select a file name from the GridView, or click a link say in a
hyperlink or LinkButton, that link needs to have its href (navigateUrl)
property set to
"http://yourserver/files/particularfilename.ext"
