downloading errors

When I try to download any file from a web site, I get an
error stating that "the file cannot be saved because the
source file canot be read". In the error message the file
that cannot be read is always listed as being in my temp
file, and the .exe file extension is changed to .url

For example, I attempted to download a patch for a game
from EA's site. The filename is listed as:

SMAC_win2000&xp_compatibility_update_v1.03f.exe

When I click the link, I get the following error:

C:\DOCUME~1\BRUCEH~1\TEMP\sdgcge01.url could not be
saved, because the source file cannot be read.

I get this same error for every file I attempt to
download, regardless of the site. Can anyone advise on
how to correct this?
 
Are you using a firewall like zonealarm. If this is the
case that might be the reason why the extension is changed.
 
I disconnected my router and went back to get a file. I
still get the same error, saying that the source file
cannot be read, and the source file is listed as a .url
in a temp file on my c: drive.
