downloading at 3 kb/sec?

When I try to download anything (ie. game,music) my transfer rate
progressivly drops sometimes to as low as 1.75 kb/sec even a siple game takes
3 hours to download. Any ideas before I pull my hair out I've tried
everything I can think of (which isn't much) and am frusterated beyond belief.

No mention type of internet connection.
Assume it is a 56k modem, if so the following may apply.
From the download 3kb/sec it seems that you may be connecting at about 28.8k
or 31.2k.
You should check your telephone connections clean, tighten all connections
and remove all phones, in order to check if your thruput increases. If there
is no increase then unless your telephone company wants to check your outside
line this may be the best your connection is capable of providing.
The telephone company provides service for voice not data downloading unless
you pay for the extra service, ieSL or T1.
Call your ISP, the company selling the internet service, they may be able to
assist.
