I'm going to be configuring a new workstation that will arrive pre-
loaded with Windows XP Pro Service Pack 2, and want to make sure it
isn't attacked as soon as I go online with it.

My first stop will be Windows Update, but I'm wondering: is there a
way I could download the complete collection of critical patches
issued after Service Pack 2, and have them burned to CD and ready to
install BEFORE hooking up the new computer to the Internet? Or can
this collection of post SP2 patches only be had by connecting the new
computer to Windows Update?

On the Windows Update main page you will see a menu at the top with 'windows
catalog'. This has the 'downloadable for later' versions of all updates.
