Download links not working

When I try to click on a download link, e.g.HP link for a
driver fix..nothing happens, this also occurs on other
sites. I have deactivated pop-up blockers. Cannot figure
it out. Ant assistance would be appreciated.

Plus any suggestions on possible cures for a very slow
running computer.
