recently whenever i clicked on a link to download a file,
the file was downloaded to a temporary directory and then
opened, is there anyway to change the options, so that ie
asks for a directory to save the file in without always
right clicking and selecting "Save Target As"

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".
