As a volunteer, I've taken over a web site for a non-profit professional
organization I belong to but the person who created the site has left our
community. All changes to the site were made live and not saved in the Front
Page program on his computer - so I don't have the updated version of the web
site. Can I "download" or "transfer" what is live on the web to my Front Page
program on my computer?

.
What if the remote Website that you want to put on your
computer is not a FrontPage website, but you want to use
FrontPage from this point onward to manage it? I think it
has FrontPage Extensions but could I just use FTP? How
would I do this?

If the site has the FP extensions, then open it directly in FP and publish.

If the site doesn't have the FP extensions, then download via FTP to a folder on your HD, then open
the folder in FP.
