How would I go about downgrading from XP to 98 without
formatting the hard drive?

1. Delete the Windows XP partition.
2. Create a new partition.
3. Format the new partition.
4. Install your desired Operating System.

Unless you wish to install Win98 in a dual boot configuration with XP,
you can't. You'll have to remove XP and install Win98.

Unless you installed XP as an upgrade and saved the previous
version, you don't.

Downgrades are not supported.
