dowbload times corret for cached files?

ARe the download times correct for cached files? The times seems longer than
what they chould be - my sites use the same images alot for background and
file images - and if thay are cached - they should not be included in
download times. Is there a way to find out of the download time assuming if
files are cached, and is there a way to set the estimate to assume the images
are cached?
 
The estimated time for download for any individual page assumes that no
files are cached, and you cannot change that. The estimate does assume that
when a file is downloaded, it does not need to be downloaded again if the
file is re-used *in the same page*.
