Double Toolbars on Taskbar

Some of the computers at the lab I'm employed at have a double application
toolbar on the taskbar at the bottom of the screen. (If I have Internet
Explorer open then there are two instances of that single window on the
taskbar) Out of around 200 computers about 50 of them have this problem. It
would appear to be done at random too because there will be a group of
identical computers with the same 'image' of windows on each, but within a
few days some of them have it and some do not. I have done some searching
and have found that other people have the same problem, but have found no
solution to it. Most of the computers are on 'Power users' group, but the
computer I took the screenshot from is an administrator account. I can solve
the problem temporarily by using task manager to shutdown explorer.exe and
then again to enable explorer.exe. I suspect the language bar may have
something to do with it, but I'm not sure how. (If at all) I would greatly
appreciate some help in fining the source of the problem and devising a
solution. Thank you.

Thanks Ramesh, this is helpful. However, Since I work with so many computers
and many of them have this problem it would be beneficial to know what is
causing this problem so that I can eliminate it permanently. As I said
earlier I can already eliminate the problem on an affected computer, but it
won't last for any longer than a week to a month.

Don't know what causes the problem, qwerty4007. But the script clears the Taskbar related registry value(s) and restarts the shell.

Thanks Ramesh, this is helpful. However, Since I work with so many computers
and many of them have this problem it would be beneficial to know what is
causing this problem so that I can eliminate it permanently. As I said
