Double Spacing when using Bullets and Numbering

I am using bullets and numbering. It worked fine, but after I hit return and
it creates the next number everything is single space. Sample below:

1. Hey its me. Whats going on
Nothing much.
2. The brown cow jumped over the moon.
Watch the cat meow.
3. Hey I am king of the world.

I want it to look like:

1. Hey its me. Whats going on
Nothing much.

2. The brown cow jumped over the moon.

3. Hey I am king of the world.
 
Change the paragraph formatting:

Select text. Right click: choose paragraph, /line spacing: double.
 
Well that double spacing every line. If you notice I have some lines that
wrap around to second line but still assoicated with that line number. I
don't want that double space. Also, if I hit return it gives it the next
number. I tried just putting a blank line after the first line number but
then I have a line number - text and another line with a line number no text
and 3rd line with text.

Example.

1. text text text
text text text

2.

3. test text text
 
Enter a manual line break (shift+enter) between line 1 and 2 of lines that
should be together under one number
 
In the Format | Paragraph dialog, add some Space Before/After to these
paragraphs or (better) to the style you have applied to them.
