Double Space Numbered List

I need someone to explain how to double space a numbered list between the
list - not between each line. Any ideas?
Example:
1 dldldlfjfkdj
dlkfjasd;lfk

2 a;sldkfjsdlk
lasdkjf;lasdkj

after it.

Or Space Before. It's easy to add 12 points Space Before using Ctrl+0.
