double space between numbered paragraphs

How do I double space between paragraphs when the numbering/bullets is on?
 
The simplest way to maintain consistency is to use a numbered or bulleted
paragraph style with the double space paragraph parameter set.

Select the paragraphs and, on the Format menu, click Paragraph. At
Spacing Before, specify the desired amount. For a "blank line", you
would choose 12 pt. (If Line Spacing is set to "Single", 6 pt of
Spacing Before should suffice, though.)

Note that if you are using paragraph styles, you could add the 6 pt of
Spacing Before to that style.
