Double IE7 Windows

I'm having a problem with my IE7 browser. When I double-click on a url two
browser windows open. One of the browser windows is blank. This also happened
if I right-click and choose OPEN. If I have a browser window open it's OK.
I'm running WinXP Pro, 1gb ram, P4 3.0 ghz. Besides formatting and
reinstalling windows any other help is appreciated.

1. Does this behavior persist if you start IE7 in No Add-ons mode?

To start IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall IE7 (which automatically returns you to IE6) and don't
reinstall it, does this behavior persist?
