Double-Clicking Application does not work

I've had this internittent problem where double-clicking an icon does not
open the application. When double-clicked the cursor "sand timer" appears for
~5 seconds as if its opening the appplication then nothing. The application
does not appear on the task bar or on the 'Application' tab in the Task Mgr.
But when rebooting to fix the problem, an "End Now" dialog box pops up for
the application executable. So it seems it did get opened (in the background).
Any ideas as to what's going on?
 
Check both System & Application Event Logs for error(s), Red
Icons. Click Start, Run (Type) EventVwr.Msc [Enter]
The errors will be listed chronologically and double-clicking each
will bring up a details box with a short description and Event ID #.
Sometimes it helps to clear the logs and reboot, then examine the
logs. Doing it this way you can find basic/boot cycle errors that
are likely the cause of your issues.

A previous running of the program may not have closed down properly.

Rather than looking on the application tab, look at the processes tab and
see if there are any instances of the executable listed (if so, right-click
them and choose End Process).

Thanks. I have cleared the event logs and will wait for it to occur again.
Current OS ver = XP SP1 with updates and hotfixes.
