As far as I know.... Format-->Cell, Border and choose the double-line border
and put it only on the bottom of the cell.

As an alternative to Ann's suggestion, you could also try
Format>Cells>Alignment>Horizontal>Fill
Then just type an = sign in the cell and it will fill across.
It's so nice that they give us so many ways... but they can't make Word have
multiple levels like Excel? Some "Excel'er" said to me today: "But what do
you expect, it's Word isn't it. When you have to work with an inferior Excel
add-in like Word..."
