Dotted lines around input controls.

Hi, on buttons and tabs are dotted lines and on menus there are letters that
are underlined. How can I remove these?

I have already tried the "Hide underlined letters for keyboard navigation
until I press the Alt key" option but when I tick it and then click OK or
Apply, next time I go into that box the tick is gone. Something is stopping
the setting from taking effect but what could it be?

Any suggestions?

Are you logged in as an administrator?

If not, that's one possible reason - log in as an administrator.

Yes I am a computer administrator. All of the other settings are fine in that
box - font smoothing, window contents while dragging etc. I don't understand
why this one won't work. Cold it be a program that I have installed?
